Consumption of tobacco and tobacco products has an upward trend throughout the years. The cigarette market alone was recorded at USD888 billion in 2018 and foreseen to cross USD1.12 trillion by 2024. On the other hand, the global shisha market was worth USD1.92 billion in 2017 and is projected to grow to USD 3.86 in 2025. Smoking shisha is recognized as a Middle Eastern tradition with users starting the habit from their families. As a regulated product in the UAE, tobacco and tobacco products need to comply with relevant regulations and standards set by the federal entity Emirates Authority for Standardization and Metrology (ESMA) and based on the following required certification:
EMIRATES CONFORMITY ASSESSMENT SCHEME (ECAS)

a product certification scheme for government-regulated products as mandated by the Federal Law 28 of 200
The following types of tobacco products are required to have the certification:
Tobacco and tobacco products – dokha
Almeassel tobacco fruit flavored
Almeassel tobacco
Cigarettes
Mixture of tobacco pipe
Tobacco and its products -sijaritus
Permissible and impermissible tobacco additives
Electronic nicotine products (equivalents of traditional tobacco products)

Valid UAE industry/trade license
Declaration of conformity by the applicant on the product(s) for registration using the applicant’s official letterhead
Declaration of conformity by the manufacturer that mixture of tobacco pipe was free from any foreign matters
Electronic declaration of conformity
Product certificate for labeling of tobacco products (if applied for tobacco products) and product certificate for tobacco products (if applied for labelling of tobacco products)
Test report from accredited lab as per the requirement of UAE.S GSO 2050
Product card label and warning label (front and rear face layout of packaging) as per UAE.S 246
Product samples to be collected for testing
Test report for additives and content
Test report for pesticide residues (in ppm) as per the requirement of UAE.S GSO 597.

Test report from accredited lab for almeassel tobacco raw materials as per the UAE.S GSO 1414 and moasel tobacco fruit flavor as per UAE.S GSO 1749

Product shall comply with standard UAE.S GSO ISO 8317 – resistant packaging for children
Declaration of conformity by the applicant on the product(s) for registration using the applicant’s official letterhead
Declaration of conformity by the manufacturer on the additives content in the tobacco used for manufacturing cigarettes along with their quantities in descending order by weight, trade name, type, reason of adding and emission related
Data on doses and nicotine intake when consumed in normal or reasonable expected conditions
Study of validity during the validity period mentioned on the product label
Risk assessment study
