Food Contact Materials

The UAE federal entity Emirates Authority for Standardization and Metrology (ESMA) has put in place relevant regulations and standards to ensure quality and safety of materials and products that come into contact with food. They should conform to a set of standards in order to ensure that chemicals used will not be transferred from the materials to the food, or any potential transfer will not raise safety issues.

As regulated products, they should comply with either of the following scheme or certification:

EMIRATES QUALITY MARK (EQM)

  • 3 years validity

  • a mark of conformity granted to products that demonstrate compliance with the relevant UAE National Standards, Regional and/or International Standards; and are manufactured by an organization implementing an effective Quality Management System

 

EMIRATES CONFORMITY ASSESSMENT SCHEME (ECAS)

  • 1 year validity

  • a product certification scheme for government-regulated products as mandated by the Federal Law 28 of 2001

Food contact materials with the following composition are required to have the product certification:

  • Plastic

  • Glass

  • Ceramic

  • Silicon

  • Paper

  • Metal

 

The regulation does not apply to:

  • Materials and articles which are supplied as antiques

  • Covering or coating materials which form part of the food (edible)

  • Fixed public or private water supply equipment

  • Secondary packaging materials that do not come into contact with food directly

  • Materials that are used in the production lines and sterilization materials

  • Materials intended for re-export

The following are the requirements:

  • Valid UAE industry/trade license
  • Completed application form via https://eservices.esma.gov.ae/#/page/login (select Notification Body: Prime Certification & Inspection)
  • Test report from accredited and recognized laboratory as per the technical requirements mentioned under Annex 1 of cabinet resolution No, 20 for the year 2015
  • Fulfill the label requirements mentioned under Annex 2 of cabinet resolution No. 20 for the year of 2015
  • Electronic declaration of conformity
  • Declaration of conformity by the applicant on the product(s) for registration using the applicant’s official letterhead
  • Proof of exclusive distributorship form the manufacturer in case the applicant is a trader or an agent
  • Certificate for GMP & food safety management system implementation. Use of good manufacturing practice or any other GMP approved by ESMA (if applicable)
  • Product composition & ingredients concentration report issued by the manufacturer
  • Certificate of origin
  • Product label
  • Copy of current/expired product certification certificate/document (if available)
  • For EQM, onsite assessment is required
  • For ECAS, onsite assessment is not required
