Cosmetics & Personal Care

The value of the global cosmetic industry is foreseen to reach over USD317 billion by 2020 and cross USD418 billion by 2026, increasing at a CAGR of 4% from 2021 to 2026. Increasing income, changing lifestyle, enhanced habit for grooming among male consumers, and rising preference for organic, herbal and natural products are influencing the growth of this segment. Consumers in the UAE are among world’s leading spenders on cosmetics and personal care products. By 2022, they are projected to spend USD2.4 billion on personal care. The UAE government’s Emirates Authority for Standardization and Metrology (ESMA) has put in place relevant regulations and standards to ensure the quality of cosmetics and personal care products being sold in the country.

As regulated products, they should comply with either of the following scheme or certification:

EMIRATES QUALITY MARK (EQM)

  • 3 years validity

  • a mark of conformity granted to products that demonstrate compliance with the relevant UAE National Standards, Regional and/or International Standards; and are manufactured by an organization implementing an effective Quality Management System

 

EMIRATES CONFORMITY ASSESSMENT SCHEME (ECAS)

  • 1 year validity

  • a product certification scheme for government-regulated products as mandated by the Federal Law 28 of 2001

 

The following types of cosmetics and personal care products are required to have product certification:

  • Baby products

  • Bath products

  • Eye makeup products

  • Facial makeup products

  • Hair care products

  • Hair dye and hair coloring products

  • Nail products

  • Oral care products

  • Personal cleanliness products

  • Shaving products

  • Face care products

  • Body care products

  • Hand care products

  • Foot care products

  • Sunscreen and suntan products

  • Hair removing products

 

The UAE cabinet resolution No. 18 for the year 2014 is applicable to all cosmetics and personal care products which are placed on the market or manufactured or imported or packaged or used within the country. The following are excluded from these provisions:

  • Medical products used to cure diseases

  • Devices and tools accompanied with cosmetics

Here are the requirements:

  • Valid UAE industry/trade license
  • Completed application form via https://eservices.esma.gov.ae/#/page/login (select Notification Body: Prime Certification & Inspection)
  • Test report from accredited and recognized laboratory according to Gulf standard (UAE.S GSO 1943). Validity of test report is 3 years
  • Formula declaration with ingredients and percentage issued by the manufacturer
  • Declarations:
    • Declaration of the safety of the nano-materials from the manufacturer
    • Declaration from the factory that the safety report will be provided from the factory to the concerned authority (if needed)
    • Declaration of liability
    • Electronic declaration of conformity
  • For imported products: free sale certificate on the manufacturer letterhead (legalization is not mandatory and third-party certificate is accepted as well)
  • Representative artwork, label of the product. According to Annex No. 1 of the cabinet resolution No. 18 of 2014
  • Product safety report according to Annex No. 3 of the cabinet resolution No. 18 of 2014
  • Certificate for GMP implementation. Use of good manufacturing practice as per UAE.S GSO ISO 22716 or any other GMP approved by ESMA
  • Certificate of analysis (in-house) for each product
  • Product composition & ingredients concentration report issued by the manufacturer
  • Test report for glass containers as per UAE.S/GSO 2093 from the manufacturer (if available)
  • Certificate for organic/halal/or other claims
  • Certificate of origin
  • Product label
  • Copy of current/expired product certification certificate/document (if available)
