Perfumes

The value of the worldwide perfume market was recorded at USD38.8 billion in 2018 and is expected to reach USD48 billion in 2024. The use of perfume is a significant part of the Arabic heritage, and many international companies are catering to the growing demand in order to remain competitive. In the UAE, the perfume market was valued at USD440 million in 2018 and is foreseen to cross USD750 million by 2024.

To ensure quality of products, perfumes are required to comply with the following standards/schemes set by the federal entity Emirates Authority for Standardization and Metrology (ESMA):

EMIRATES QUALITY MARK (EQM)

  • 3 years validity

  • a mark of conformity granted to products that demonstrate compliance with the relevant UAE National Standards, Regional and/or International Standards; and are manufactured by an organization implementing an effective Quality Management System.

 

EMIRATES CONFORMITY ASSESSMENT SCHEME (ECAS)

  • 1 year validity

  • a product certification scheme for government-regulated products as mandated by the Federal Law 28 of 200

 

INDUSTRIAL MEASUREMENT SYSTEM (IMS)

  • 1 year validity

  • follows quality procedures that ensure the calibration and adjustment of measuring instruments in all stages of production

 

The following types of perfumes are required to have certification:

  • Eau de parfum (EDP)

  • Eau de toilette (EDT)

  • Cologne

  • Splashes

  • After shave

  • Fragrances

  • Concentrated oils

  • Concentrated Perfumes

  • Mixtures

UAE cabinet resolution No. 5 for the year 2014 is applicable to all perfume products which are placed in the market or manufactured or imported or supplied or packaged or used within the country.

The following are the requirements for ECAS or EQM:

  • Valid UAE industry/trade license
  • Completed application form via https://eservices.esma.gov.ae/#/page/login(select Notification Body: Prime Certification & Inspection)
  • Registration certificate for Industrial Measurement System (if available, otherwise provide declaration for getting IMS within 6 months)
  • Test report from accredited and recognized laboratory according to Gulf standard (UAE.S GSO 1943). Validity of test report is 3 years
  • Formula declaration with ingredients and percentage issued by the manufacturer. Product composition & ingredients concentration report issued by the manufacturer. The product(s) shall not contain any prohibited ingredients and the ingredients shall not exceed the allowable limits as stated in the IFRA standards
  • Declarations:
    • Declaration of the safety of the nanomaterials from the manufacturer
    • Declaration from the factory that the safety report will be provided from the factory to the concerned authority
    • Declaration of liability
    • Electronic declaration of conformity
  • For imported products: free sale certificate on the manufacturer letterhead (legalization is not mandatory and third-party certificate is accepted as well)
  • Representative artwork, label of the product according to Gulf standard, UAE.S GSO 1943. Clear photograph of original packaging of the product
  • Certificate for GMP implementation. Use of good manufacturing practice as per UAE.S GSO ISO 22716 or any other GMP approved by ESMA
  • Certificate of analysis (in-house) for each product
  • Test report for glass containers as per UAE.S/GSO 2093 from the manufacturer (if available)
  • Certificate for organic/halal/or other claims (if required)
  • Certificate of origin
  • Copy of current/expired product certification certificate/document (if available)
  • For EQM, onsite assessment is required
  • For ECAS, onsite assessment is not required

 

The following are the requirements for IMS:

  • Application form (online)
  • Valid UAE industry/trade license
  • Identifying all legal requirements for each measurement guide, its accessories and supportive devices through technical regulations and instructions prepared for that purpose
  • Declaration of compliance by the applicant
  • Industry layout & design
  • Industrial measurement guidelines manual
  • Responsibilities of all the personnel appointed to manage and apply IMS
  • Mechanisms of importing measurements devices and how to verify their validity as per UAE regulations & requirements of international metrology bodies
  • List of equipment & measuring devices by indicating their use internally/externally
  • Equipment and measuring devices manuals
  • Calibration status of equipment & measuring devices and their calibration certificates with the relevant traceability to international standards
  • Procedures for handling, storage and usage of the equipment and measuring devices
  • Deviation records for measuring devices or other equipment
  • Procedure for preventive maintenance and records for preventive & corrective maintenance of equipment and measuring devices
  • Performance record of equipment & measuring devices
  • Mechanism for control of non-conformity & corrective actions
  • Mechanism for review of measurements management system & continual improvements
  • Mechanism for control of document & record
