The global dairy market is expected to increase at a CAGR of 5% over 2019 to 2024. In 2018, the value of the UAE dairy market was recorded at USD1.8 billion and is anticipated to reach USD2.6 billion by 2024. The growth is attributed to the heightened demand for flavored and organic dairy products among the UAE residents.

To ensure the quality of dairy products being sold in the country, the federal entity Emirates Authority for Standardization and Metrology (ESMA) has put in place relevant regulations and standards based on the following product certification:

EMIRATES QUALITY MARK (EQM)

  • 3 years validity

  • a mark of conformity granted to products that demonstrate compliance with the relevant UAE National Standards, Regional and/or International Standards; and are manufactured by an organization implementing an effective Quality Management System

 

EMIRATES CONFORMITY ASSESSMENT SCHEME (ECAS)

  • 1 year validity

  • a product certification scheme for government-regulated products as mandated by the Federal Law 28 of 200

 

The following types of milk and dairy products are required to have product certification:

  • Flavored yogurt

  • Flavored milk

  • Yogurt

  • Laban

  • Flavored laban

  • Pasteurized camel milk

  • Goat milk

  • Laban drink

 

The following products are excluded:

  • The products are used by infants and children, such as infant milk, follow-up products, growth milk, supplementary food for children, and infant combinations with special medical use

  • Those that are similar to milk and dairy products or non-milky sources such as some types of food items mentioned in UAE Standard No. 457 UAE.S/GSO: Food items

  • Meals for restaurants and small popular kitchens or those that are manufactured with certain recipes such as Iranian milk and are subject to the supervision of the competent authorities

  • Ingredients intended for use as raw materials in food processing operations and imported for licensed industrial enterprises

Here are the requirements for ECAS or EQM:

  • Completed application form via https://eservices.esma.gov.ae/#/page/login (select Notification Body: Prime Certification & Inspection)
  • Valid UAE industry/trade license (or declaration or accountability)
  • Test report from accredited and recognized laboratory as per the technical requirements mentioned under Annex of Cabinet Resolution
  • Valid QMS international certificate accepted by ESMA
  • Food contact material conformity certificate
  • Organic product certificate if the product is declared as organic on the product label
  • Halal national mark license if the product is declared as halal on the product label
  • Transport and storage of the product according to the technical requirements in the standard
  • Fulfilment of the requirements of the card label according to the technical requirements in the standard
  • Distributor ownership (for traders only)
  • Electronic declaration of conformity
  • For EQM, onsite assessment is required
  • For ECAS, onsite assessment is not required
